A non resident (deregistered) Germany citizen can buy apartment in Germany and stay deregistered?

also maximum how long in a year can stay in apartment in order not to be required to register

That's up to the locality where the property is located. There is no national or even state level law governing this. You need to read the Satzung from the locality where the property is located.
