Acciliary costs and cheating landlord

Anyone have experiaances where landlord charged annual acciliary costs too high and when i asked for bills to be transperent in all this he refused saying that all prices where good calculated by "renomed" company.Trick is that i contacted them and they say that they only read meetering but landlord do final calculation and they have nothing with that.Finaly i thing that because we heat on central oil furnace  he was tripled quantity of used oil where is immposible to use that quantity for one year and try to charge us, where he will have differance direct in his pocket without a paying taxes on profit.For 2021 his year acciliary costs calulation was recive 23.12.2022.just of one week before law prescribe time that you can legaly fight if you do not accept his bill to pay.German laws sometime are large and high but sometime not cover holes that landlords use to make more profits.
