Or Egypt where people do not put the headlights on in the dark because they know it just runs out the light bulb sooner, so they have to buy another one. problem is you then cannot see anybody coming ...

Saigon roads are no big deal really, just hold out your hand, facing the oncoming traffic, and walk across the road confidently, you probably won't get run over. What is more of a problem in Saigon is scooters riding on the pavement to avoid traffic lights. I agree with you on Egypt though

Mexico City is another place where you can have fun in traffic. Buzzing around in my little VW Pointer,  I didn’t notice the bad habits I picked up until I got back to Germany.

True indeed. However, if you drive down to Saint Tropez there is a sandy beach there. We always hire a car on our travels
