New Covid rules?

I heard something on the radio recently. It seemed to be about new Covid regulations. Can someone clarify this? The reason is that there is a Senior Chess Competition taking place in Dresden from late October to early November. Quite a few Brits will be coming and I would like to advise them in this respect.

Think it is all speculative at the moment. But Tageschau have an article about it but cannot link   Too much sun and sand where I am in N Germany at the mo.  Sea very warm too.  So try googling Tageschau and neu Corona regeln Oktober etc.
