Census for property owners - Zensus 2022 (Gebäude- und Wohnungszählung)

Everyone who owns real estate in Germany will have to fill in an online questionnaire regarding their property (Gebäude- und Wohnungszählung) as part of the 2022 census.

The login details will be sent to you in a letter by the Department of Statistics.

This letter also has a QR code on it, if you want to save yourself the work of typing in the login details.

 

If you don't fill in the questionnaire by the deadline given in the letter, they will assume that you couldn't manage to fill in the online questionnaire and will send you paper forms to fill in instead.

Go to this page: https://www.zensus2022.de/EN/Home/_node.html

and fill in your login details from the letter.

Only after you have filled in your login details will the system allow you to choose "English" as the questionnaire language.

If you were wondering what is hidden in the "Menu" at the top-right corner of the window:

They give you the opportunity to stop when filling in the questionnaire, e.g. to look up the area of your flat/house.

The data will then be saved on your computer and when you have gathered the necessary details, you can login again and upload the data you had entered up to now.

But it's not as if there is much data to be entered, you can just as well start the questionnaire from scratch in your next login.

If you own a flat, you would need to fill in the total number of flats in that building, e.g. if there are 23 flats in that building, fill in 23:

Now you have to tell them how many you own, I assume 1 flat or 1 house - so this answer is always 1 unless you happen to own multiple flats in a building:

Now they want to know what type of building it is, no matter whether what you own is a house or a flat, it will be one of the first 3 choices, depending on whether the building shares no wall with a another building (detached), or one wall with another building (semi-detached) or two walls with another building (terraced):

Himself didn't know number of dwellings so he just guessed 50. Seriously, if they are sending this to each owner, they should know these things.

If you live in the house/flat yourself, mark "occupied by owner":

Now they want your name(s), since you are the one(s) living in the house/flat:

Take care, here they don't have the usual German way of counting rooms.

A room by their definition is only a room if it is at least 6m² big, so a larder (Kammer) is usually too small to count as a room.

Just for the census, the kitchen counts as a "room", even if it smaller than 6m².

Bathrooms and corridors do not count as rooms, no matter how big they are.

If you let the house/flat:

They first want to know the cold rent (= rent without utility costs and without heating) that you are charging:

Then they want to know how many people are living in the house/flat you are letting:

and then name(s) of your tenant(s).

Yes, you are obliged to answer this question (they know anyway, since everybody has to register their address):

Now you are asked to "send" the questionnaire:

If you have spent too much time filling in this questionnaire, e.g. because you had to go and look up things, you will now get this window.

Don't despair, all the data you entered isn't lost, simply enter the activation code (Aktivierungscode) from the letter again and the system will send all the data you had entered:

PandaMunich,

 

Thank you for the detailed instructions on the upcoming Census for Property owners.  You are always so helpful with taxes and many other topics. 

 

Do you know what address they send the questionnaire to for property owners in Germany?  Is it the address on file with Finanzamt that is used when submitting German taxes?  Do nonresident property owners also complete the Census?  Also, this is not the Grundsteuererklärung we will file in July?  Thanks!

You need to look at the law that lays down how the 2022 census will be done, since we are interested in the "property" part of the census, look at §24 (2) Zensusgesetz 2022 "Persons obliged to provide information for the building and housing census": https://www.gesetze-im-internet.de/zensg_2021/__24.html

 

If you own a flat, they will ask your Hausverwaltung for your non-German address, see §24 (2) Zensusgesetz 2022:

  • (2) property managers that cannot provide information under section 10(1) or (2) shall be required to provide information on the names and addresses of the owners.

 

If you own a house, sorry, no idea whether they will bother asking the Finanzamt or whether they will not just write to the people living in your house (because of the Melderegister, they know who lives there), this is what is laid down in §24 (4) Zensusgesetz 2022: 

  • (4) In case of non-response, the occupants of the building or flat may be interviewed as a substitute.

Yes, if you own property in Germany, you have to fill in the property questionnaire of the census.

  • (1) The owners, property managers and other persons entitled to dispose of and use the buildings or flats shall be obliged to provide information for the survey pursuant to section 9. Owners shall also be deemed to be persons to whom the buildings and flats are economically attributable in accordance with section 39(2) of the Fiscal Code.

I have not received a Zensus questionnaire for a property I own.  Anyone else had this?  Does it matter?

Are you the only owner of the property?

 

Did you get the letter from the Finanzamt regarding the 2022 property tax return?

Yes sole owner.  And I got the thing about the Grundsteuer.  Which thankfully I have some more time to complete.
