Posted 26 January Please help: Just found this thread and having massive problems. Can not complete the tax re-assesment for my property in Germany. Own a place in Berlin. Don't live in Germany or have any residency. Have registered with Elster in August '22 and promised a code in the mail (which they said would be sent to my address on file with Finanzamt in the US) but the letter never arrived. Had friend who lives in Germany log into Elster again in early January '23, using the same certificate, it worked to log in and promised to send code again. Again letter with code to log into Elster has not arrived. Has anyone not residing in Germany received such a letter from Elster in the post in your home country? More importantly: Does anyone know whether a paper form can be found online in pdf form so I can fill it out and send it to my Finanzamt office? Still hoping to make this Jan 31.2023 deadline! Otherwise, do paper forms exist only in the local offices? Does it have to be picked up in Berlin, or can my friend in Bavaria obtain a paper form and fill it out and send it to Berlin for me? in other words, are the paper forms identical for all of Germany or different depending on the region? Any help greatly appreciated!!

Berlin has a Härtefall exception, which means that you can file on paper: https://www.berlin.de/grundsteuer/berlin/schritt-fuer-schritt-zur-erklaerung-1185775.php#headline_1_12 Hardship cases If electronic submission is unreasonable, a paper declaration may be submitted. No, you cannot use the Bavarian forms, you need the ones according to the Bundesmodell, since that is what Berlin uses. I've linked to the Bundesmodell forms in the PDF format from the following post (click on the blue link). Download them, fill them in, print and sign them and send them to your Finanzamt: You can find out the postal address of your Finanzamt by inputting your Berlin apartment's postal code here: https://www.bzst.de/DE/Service/Behoerdenwegweiser/Finanzamtsuche/GemFa/finanzamtsuche_node.html The following states use the Bundesmodell forms: Berlin Brandenburg Bremen Mecklenburg-Vorpommern Nordrhein-Westfalen Rheinland-Pfalz Saarland Sachsen Sachsen-Anhalt Schleswig-Holstein Thüringen
Posted 27 January @PandaMunich THANK YOU! Was able to download forms, translate doc with google translate and with the help of a german speaking friend somehow fill them out and do an e-signature. Now German friend will post it from inside Germany so it arrives on time. Whether we filled it out correctly is a different story, but we'll deal with that later i guess!
Posted 29 January Help! My better half, ever the procrastinator, is trying to complete the online Elster form tonight. We stumbled on the Tax Id/Steuer Id for me. Where do I find this number? I know this is not my Socialversicherungsnummer. That's a different number. There is a "Steuer-ID" number on my Lohnsteuerbescheinigung and I think that is the number (11 digits), but he says it is not.

You're right, it's the 11 digit Identifikationsnummer from your Lohnsteuerbescheinigung: https://de.wikipedia.org/wiki/Steuerliche_Identifikationsnummer Außerdem findet man sie auf dem Einkommensteuerbescheid und auf der Lohnsteuerbescheinigung. It can also be found on the income tax assessment notice and on the wage tax certificate.
Posted 29 January @PandaMunich - yes, that is the exact same statement that I found but then I kept Googling and found this: Was ist der Unterschied zwischen Steuernummer und Steuer-Identifikationsnummer? So, it seems they truly are 2 different numbers. I think, because we file our taxes jointly in Germany, we have the same Steuernummer although we have different Stuer-IDs.

Posted 1 February Thank you HEM, but the Identifikationsnummer is not the Steuer Nr.. I found out that every individual has a Steueridentifikationsnummer. But, for a couple who have filed their taxes jointly in Germany, they share the Steuer Id but the Steuer Identifikationsnummer is individual. Here's where you can see that - directly on the statement from the Finanzamt. Each partner has the Id Nr, but they share the Steuernummer. Frustrating because the information on the internet is conflicting. But, thank you everyone for answering. Even, after all these years (I've been on here since 2004), this group has always come through for me.
Posted 1 February It's a damn cheek of the government anyway, asking us to provide all of the details which they already have in other systems. Getting the public to do it saves them the cost of paying the civil servants but then you have to ask yourself shouldn't the civil servants have been doing this digitalization anyway with the taxes we already pay? WTF have they been doing instead of digitalizing the existing data?

Posted 16 February Can you find it on the Boris BW website? BORIS-BW (gutachterausschuesse-bw.de) I have done 3 of the BW ones, and was lost at first. But BW is easy. Sadly, my actual Elstar account has now gone, so cannot view my inputs. What dd the little blue question mark things tell you on that bit of the form? I guess you are following their notes too. I found them very helpful. I did not use any other stuff to help.
