Class 10 in Berlin school

Hi,

 

Student info- Grade 2,1 average in BBR/ Class 9 in Berlin, changed school after half year in Class 10 owing to bullying and discrimination by last school, Couldn’t maintain last grade/ will probably fail Class 10.

I am hoping anyone here is well versed with school laws, for repeating Class 10 in a regular school.
In the confusing laws written in German, could someone pl. provide me info/options urgently?
