It is worse than this.  If a temporary shortage of Ferric Sulphate due to Brexit was causing a backlog of untreated sewage, then, on a short term emergency basis, some might need to be dumped in rivers and sea.  But there is nothing new about the UK water companies dumping sewage in this way.

Indeed, the Marlow sewage works on the Thames has been doing it for years and years, certainly since I was a boy (which is hell of a long time ago). If anything it has been worse since privatisation,  in recent times it is a matter of record that they (Thames Water) have received massive fines because of it.

Some dumping was legal, but it was supposed to only happen in extreme circumstances, and the water companies stretched this meaning.  Some were doing it for months on end, and not reporting it.  This new law would have made that more difficult.
