What can you do to fix a noisy rubbish-bin-access manhole cover located on a public road in central Dusseldorf (Bezirk 3).

 

Is there a government department responsible for their upkeep?

 

Does anyone know?

 

Is anyone has any ideas please let me know.

What is a rubbish-bin access manhole cover?  Perhaps a picture if you cannot find the words.

A subterranean bin-area access manhole. They are pretty common.

rubbish bins are common.  manhole covers are common.  subterranean bin-area ?  what? 

If it is on a public road, start out with the Strassen- und Tiefbauamt.  If the cover belongs to another agency, like Stadtentwaesserung, you may be referred to there.
