Oranienstrasse corner Skalitzer. As a cyclist I would often see cars in that spot, despite the short bike line. Never seen it enforced in any way.

The interrupted lines are "Safety line marks for cyclists", see examples:

Schutzstreifen für Radfahrer

As far as I know, cars are allowed to go into those marked lines for a short period of time and so long no cyclist in endangered.    The problem is this is a bit vague.

But notice in the OP's picture how the last bit of the safety marks are uninterrupted, I would say cars are not supposed to go over that last bit.

And something else, cars are allowed to STOP over those safety lines, but not allowed to PARK (there is a difference between stopping and parking -halten vs parken-).   I don't know how many times I had arguments about this with cyclists.

PS. That's NOT a bike lane.
