           With the decreasing temperatures, I want to buy a winter scarf for a friend which goes around his neck. Budget is around 5 to 10€. Where can I find a good scarf for this budget in Cologne?

It is a pretty thin and short scarf that mostly males wear in Germany, specially when they think they are catching a cold.   It is mostly useless.
