Converting NY License into German DL

Hi

I have been living in Muenster, Germany since 2016 and need to get a german license. I have a NY license, which I believe is not reciprocal. What are the requirements and steps I must take to proceed?

Ring up a driving instructor. Pay them a fortune for lessons.

Pass test. Job done.

Yo! I'm also living in Münster and literally just got my german license yesterday (I'm from MN, partial reciprocity, only had to take the theory without going through a fahrschule). I'm pretty sure that NY has no agreement so you need to do everything... but you can always email the führerscheinstelle (include a picture of your license) and they will tell you exactly what you need to do

get a time machine and get a license from a reciprocal state prior to your first visit to the Einwohnermeldeamt.
