@ Biglaa - There was a time when owning a TV or a radio - even a car radio, meant paying a fee but the system has changed since then.

The information you need to show your wife is in the  Rundfunkbeitrag website FAQ:

"Was deckt der Rundfunkbeitrag im privaten Bereich ab?

Der Rundfunkbeitrag deckt sowohl die Nutzung aller Rundfunkangebote in der Wohnung, als auch in privat genutzten Kraftfahrzeugen ab – ebenso die private Nutzung der Rundfunkangebote am Arbeitsplatz. Für Zweit-/Nebenwohnungen und privat genutzte Ferienwohnungen ist ein zusätzlicher Rundfunkbeitrag zu zahlen."

 

i.e. The Rundfunkbeitrag covers the use of all broadcasting services in the home and privately used vehicles.

@PeterN im not really sure about that.There was something about the old tv and radio payments that if you used your car for company reasons then you had to pay extra but i am not sure about the new system

Now, just a quick on to "revive" this thread as I have a question... I had a disagreement with the (now wife) regarding the Rundfunkbeitrag. We've been living together for a year and a half, and i eventually gave in and paid the fecking thing. But she insists she has to (as a good German) pay it as well because she has a car! As far as I am aware the amount I am paying for the flat should cover both of us shouldn't it? Otherwise everyone with a car would also have to pay seperately from the household bill? Of course, being German she insists she knows better than me, but I can't see how that makes any sense.

That was true until January 2013, but no more. Yep, many Germans assume that laws never change, I've had a long discussion with one who insisted that you need to do Abmeldung before you move to another city. Since long time wrong!
