I'm sure most of that bill will be for labor, not parts.   Now that you know what needs to be done (Rollladenmotor ersetzen), you could try calling other local firms for some comparison shopping.

Even if you have legal insurance, I strongly suggest you join your local Mieterverein immediately, because they can give you better value for your money than a lawyer you find on the internets. The Mieterverein will also allow you to approach the situation proactively, whereas your legal insurance is unlikely to authorize coverage for a theoretical situation and will require further authorization for each additional step.   There are a variety of ways to delay an impending eviction and the Mieterverein will be familiar with all of them.   Having said that, it might be a good idea to start looking for an alternative place to live already. Even if the person who ends up buying your apartment doesn't want to claim Eigenbedarf, they're likely to raise your rent by the legal maximum allowed, to get the best possible return on their investment.

If you're not already a member of your local Mieterverein, you should join today. They will be able to advise you how much you can reduce your rent and correspond with the landlord - but if you just joined, they won't be able to represent you in court, if it goes that far, because their legal coverage is subject to the same 90-day wait period that also applies to other legal insurance policies.   Be sure to bring your rental contract, however - it's possible that they sneaked a clause in that gave you notice of the impending construction work and you overlooked it.   I'm afraid you'll have around zero chance of getting compensation for your disturbed concentration.
