        This is what the Deutschen Gesetzlichen Unfallversicherung (DGUV) has to say about it   Sowohl im privaten als auch im betrieblichen Bereich kommt es jedes Jahr zu einer Vielzahl von Notfällen, bei denen Ersthelfer notwendige Erste-Hilfe-Maßnahmen durchführen müssen. Zum Teil haben Ersthelfer dabei Angst, etwas falsch zu machen oder den Verletzten noch mehr zu schädigen. Hinzu kommt die Befürchtung, evtl. für einen entstandenen Schaden einstehen zu müssen oder gar für einen Fehler bestraft zu werden. Nicht selten kommt es deshalb vor, dass Ersthelfer keine Hilfe leisten, obwohl eine gesetzliche Verpflichtung zur Hilfeleistung nach § 323c Strafgesetzbuch besteht. Erste Hilfe umfasst medizinische, organisatorische und betreuende Maßnahmen an Erkrankten oder Verletzten mit einfachen Mitteln. Jeder, der diese Maßnahmen ergreift, leistet Erste Hilfe. Solange ein Helfer oder ausgebildeter Ersthelfer die ihm bestmögliche Hilfe leistet, sind derartige Befürchtungen grundlos. In der Regel muss weder mit schadensersatz- noch strafrechtlichen Konsequenzen gerechnet werden.       I can elaborate for you. In order to be prescribed Adrenalin self injectors, a Doctor must determine if a patient needs them. Once prescribed, they are carried around by individuals along with an anaphylaxie pass and a halftungsausschluss ( if one has any sense whatsoever )  In a case of acute anaphylactic shock, where a patient is unable to self inject, a lay person is permitted to use the self injector.  ( see above )   If someone wishes to leisurely read the pass and the haftungsausschluss before using the injector, then frankly, that moron should get the hell out of the way and let someone else get on with it.   Alternatively, if an individual is not trained to use an Epipen or self injector, said individual could simply let the patient die, However, that would cause other legal problems under § 323c see also  § 34 Rechtfertigender Notstand   In addition, anyone with a driving licence is a qualified first aider.   In the case of childeren at schools and kitas, the principle is the same ( though this varies by bundesland and school / kita )   A free infopack along with various emergency instructions  for work, schools, kitas and families etc is available via www.daab.de  ( which funnily enough, is on the internet )   Added : a read of germanys  " Good Samaritan " laws also makes things very clear.    tl;dr   If someone is in acute anaphylatic shock and unable to self medicate, check if they have an Epipen, open it and inject into the thigh muscle. You may very well save their life. Worry about any consequences later ( clue, there are none, you are covered under § 323c  and § 34 Rechtfertigender Notstand )

      Except in Notfall, ie, the patient is unable to self medicate.   I carry two Epipens wherever I go, The pictograms / instructions  on the pack are quite clear as to how to use them & they have saved my ass more than once

        Here is the situation   Unter welchen Umständen kann es nötig sein, dass Andere den Adrenalin Autoinjektor bei einem Patienten mit anaphylaktischem Schock anwenden müssen? Wenn der Patient selbst nicht mehr in der Lage dazu ist, den Adrenalin-Autoinjektor anzuwenden, sollten die Umstehenden eingreifen. Voraussetzung dafür ist, dass man das Notfallset mit dem Adrenalin-Autoinjektor beim Patienten vorfindet. Auch im Notfallkoffer öffentlicher Einrichtungen, wie z.B. Schulen, Kindergärten, Sportstätten etc. sollten standardmäßig Adrenalin-Autoinjektoren vorhanden sein, die dann verwendet werden können, ebenso in Arztpraxen und Apotheken.   Heißt das, man kann einen Adrenalin-Autoinjektor auch als Nicht-Mediziner und ohne eine Anaphylaxie Schulung bei einem Patienten mit Anaphylaxie anwenden? Unbedingt sollte man bei einem Menschen, der gerade einen anaphylaktischen Schock erleidet, den Adrenalin-Autoinjektor einsetzen. Bei einem anaphylaktischen Schock kann es für den Patienten lebensrettend sein, möglichst schnell Adrenalin zu erhalten. Oftmals bleibt deshalb keine Zeit, auf den Notarzt zu warten. Was passiert, wenn man den Adrenalin-Autoinjektor unnötig eingesetzt, kann man den Patienten dann gefährden? Da eine Anaphylaxie sehr schnell ablaufen kann, ist schnelles Handeln erforderlich. Das Risiko von systemischen Nebenwirkungen beim Verabreichen eines Adrenalin-Autoinjektors ist gering und nahezu immer kleiner als das Risiko, durch die Anaphylaxie.

    EU citizens in UK complain of being denied right to vote   A disturbing picture is emerging of EU citizens in the UK being denied their democratic right to vote in the European parliament elections because of administrative errors by local councils. Reports are coming in from across the country of EU nationals turning up at polling booths and finding their names crossed out and being told by officials they are not eligible to vote. Dozens have contacted the Guardian to say that the forms they had to sign to declare they were choosing to vote in this country had either turned up too late or not turned up at all.   Combine that with UK citizens in EU being sent postal votes too late.

    tonight was Tiger shrimps with Green asparagus & Linguine.   About 5kg linguine About 6kg Tiger prawns 2kg green  asparagus 1000 ml orange juice a touch cream ( half of one of those wee tetra packs ) Half a dried  small chile  Pepper salt 500gm parmigiano-reggiano 3 whole garlic A dash of white wine a shake of caramon   chop  the asparagus into thirds & lightly do the asparagus in olive oil with the garlic ( crushed ) put into bowl. Seperately, pour  the orange juice, vino and chile ( finely chopped ), cardamon, add the parmigiano-reggiano, then cream right at the end, then add the asparagus ( if you want it to remain crispy ) Lightly sauté the prawns at the same time as preparing the linguine. pour onto the linguine in bowls and mix,  place the prawns on top, serves 12,  salt and pepper to taste   I thought we might have some over for brunch but it was all inhaled along with a chilled white by the mob, "sauce" mopped up with baguette  bread   Other versions are without cream, adding some curry powder instead of chile and or half a  jolly green giant testicle of lemon juice. All work, I like to vary it every now and then.
