    Then maybe it is the time to rename it as it it is confusing for the people.   Still, I do not see the reason to involve the police in this situation. Why didnt the neighbour come up to the OP and try to find out what happenned?

    We? Robinson, are you a fireperson?   I thought there was a special service for the incidents you described. I believe it was called incident response service or something like that. Fire brigade should be for fire situations only. Imagine, they are answering a silly flood call while a fire start somewhere else.

    So what do they call when there is a fire? Wasserrettungsdienst?   And what a nasty abuse of police force, calling them when there is a flood! It is called "wasting police time".

    And also in many other countries entering someone's residence without a permission consitutes breaking and entering, even if it's done by the police. They have to have a very strong probable cause to do that and under no circumstances can they go through people's stuff without a warrant.   That this can happen in a country like Germany is more than strange. It resembles more a country with a military dictature with no respect for human rights.   ....   ETA: but then again, I just remembered that @someoneswhatever was here to patronise and be nasty to people... Unless one is a Muslim fundamentalist of course.

    You forgot user charges.   It;s funded from all of them, but definitely not ONLY by general taxation. Every payslip features the exact amount the employee and the employer pay for National Insurance every month, one can't skip it.

    Public UK health insurance is not funded through "general taxes" either. There are National Insurance Contributions from employers and employees that are paid separately from these "general taxes".
