The procedure to allow a person to create their own stamp on the internet is now seriously being reviewed by Deutsche Post (read: somebodies head is probably going to roll for allowing this as an option without oversight by Deutsche Post).

It's not intentionally without oversight, the designs are supposed to be reviewed, but clearly weren't properly. So yes, someone's head will roll for that.

I think the idea is superb and agree that occasionally one can slip through. There are hundreds of websites out there that allow you to personalize your own stuff and things get through all of the time. But most get caught.
I doubt someone will get sacked for this though.
