It´s a good thing, the "Verfassungsgericht" is restricting the governments insane wish for complete control over their citizens, but Im starting to get concerned about the regularity, they have to do it. One wishes there were some personal consequences for the incompetent (or maybe malicious) officials responsible for this kind of legislation.

You are afforded that luxury. Initially I was going to inform the authorities that I am an atheist but it was suggested that that could possibly work against me in some situations and that I should not answer the question as it is possible to do just that. That was in Trier/Rheinland-Pfalz (and I have not been asked to provide a religious affiliation since in either Niedersachsen or Schleswig-Holstein), maybe Bayern is different.

Yeah, you are allowed to withhold it. It's called "ohne Bekenntnis". Not sure if this is possible if you are a member of the Catholic church or the Protestant church, but it is certainly possible if you are a member of any other church (such as Angelican, Presbyterian, Southern Baptist, etc.) or no church at all. "Ohne Bekenntnis" does not make you an atheist.
