The outdoor track in Mauerpark is quite nice.

I was checking it out on Monday, the larger one is closed to the public, or at least I couldnt see a way in that didn't involve jumping fences. The smaller track appears to be open to everyone and I saw a good cross section of people using it.

It's TOTALLY free and open to the public -- it's just that the door is a little hidden. Go around to the EAST side of the track (there's a little house thing there) and there's a door. You enter as if you're a spectator, the bleachers/stands/seats are where you enter.

Not trying to hickjack the thread, but does somebody know if there is a running track at Friedrichshain Volkspark? I have been at Mauerpark, but I'd like to find something closer!
