I've been in Berlin for over a year now and living in the same place.
From time to time, some work was being done on it and I've had to put up with disruptive and annoying noises whilst trying to get some work done (A lot of my work is done in my home). It was frustrating but never lasted for TOO long.
However,
for what seems like weeks upon weeks now,
i've been awakened every single week day morning by the LOUDEST of vibrating, drilling and hammering sounds very early in the morning. Sometimes before 7am!!!
I believe the cellar is being worked on. It almost sounds like they are drilling right into the walls where I sleep. The walls, windows and floor vibrate and the sound itself can be heard throughout the building. I'm rundown and exhausted, i've tried everything, even adjusting my sleeping schedule in both directions, wearing ear plugs of various strengths/kinds and no matter what, this keeps going on.
Are their any rules/laws about this sort of thing? There was a letter on the front door once saying it would be happening for a week but it's been happening for ages. At all hours of the day. The morning being the most frustrating obviously, but even when i'm not trying to sleep it is distracting me and interupting my work. I'm going to loose my mind if I remain here.
Can this be used as a means of breaking a lease/rental agreement early?
What are my options, if any? Or am I out of luck?

If I remember correctly you're able to drop the rent (something between 20 and 60%) if the noise lasts longer than some weeks.

If Berlin has the same rules as cities further south, construction work is not allowed before 7am.

Yeah it's kind of random. Sometimes its before, sometimes after.
I guess it must be "normal" here but that kind of loud stuff even being allowed as early as 7 am seems a bit ridiculous.

I had the same thing last summer. I worked in a bar, and therefore till at least 4am, and every morning like promptly at 7am the jackhammering would begin. But no, it gets even more cruel. At 10am, perfectly quiet, not a sound to be heard. I went down to the foreman to complain, and he seemed to be sympathetic and acted like he would take it under consideration, seeing as it is a residential area. I thought - finally, i have hope. Next day they started at 6.50am.
There is something sadistic in some german hearts. Even some germans laugh it off as "die deutsche Brutalität". But my theory is, Germans make rules/laws, and so long as you are operating within those legal boundaries, you can be as cruel as you want. there's a whole other thread on TT about the german mentality and their need to erect more holocaust monuments to absolve guilt, rather than to change their mentality, but if you wanna really stretch it, you can also see this phenomenon clearly existing, albeit in a far more brutal form, all those many years ago...
I once asked if it would be possible to officially complain, etc. and my german friends just laughed at me and said "good luck". they were of course correct, as legally construction workers can start at 7am, and in the summer, they prefer to as it's not yet so hot. And don't try complaining, as they will start sooner. Just early enough where you can't call anyone to complain, because by the time anyone gets there to investigate the claim, it's already past 7am and a moot point.
I nearly lost my mind last year, and it's a primary reason for not wanting to live in Prenzlauer Berg anymore, since it's basically the eternal construction site and you never know when the next "Baustelle" is gonna pop up to destroy your peace of mind.

Haha. That made me chuckle.
Getting someone to yell at them to start half an hour later isn't going to resolve the problem though. I guess maybe I need to find somewhere else to sleep until they are done or move...

You are in Berlin right?
Most of the bulding workers are either from Poland or from the arse of Brandenburg.
In Munich they are from Niederbayern.
They want to be into town early to get off early innit.

Buying a pair of earplugs may be a less drastic options than moving. The noisy work is generally building the foundations, so once that's done it should get better.

I agree, but as I stated originally, i've tried ear plugs of different kinds, ranging from cheap disposable kinds to professional expensive types. The sounds can be heard still and it's even worse when the vibrations can be felt. Maybe I just need to find ways of augmenting my sleep so i'm not such a light sleeper..
