If you live here an just need a car/van occasionally for short trips in the long term, try Stattauto. I've been with them for over 2 years and they've been good as you can booked and search over the internet and hire by the hour. However there is a small ~7 euro charge per month and you also pay per kilometer.

I normally use sixt, which is considerably cheaper when you book using a partner card like happydigits or if you have a corporate offer from your company.

A word of caution about the 1 hour rentals - I recently took a van from Avis for one hour (16 euro, fair enough) but was then conned in to taking the insurance (another 19 euro) my mistake, but fair enough, then handed the van back 5 minutes over the hour which included the time to walk the 500m distance from rental office to car park, and the wait while the guy cleaning it finished. Of course they charged another hour which I only saw when the statement arrived in the post some days later, and didn't manage to go in to shout at them and get it back. Keep an eye out for that - make sure your hour is timed from when you get the van to when you stop driving it...
