I'm guessing you have to go to the embassy (in Frankfurt) for that process? If so, there's a photo machine downstairs that's up to official standards. I had to use it for my passport photo after I forgot my supply of pics at home.
You position your face in the oval and lean forward to press a button. You get three tries. My results were terrible. I look like I'm reaching for something, but it's good enough for them so that's good enough for me.
Otherwise, most photo shops are also able to take the correct photos for such official documents. But they may be a bit more expensive (max 13 euro or so, so nothing to worry about). Good luck!
