You can click on "Search for Jobs (Europe)" to find the nursing job announcement. Then go back and click on "Army Job Application Kit" for details on how to apply. There's a specific resume system called Resumix. Resumes go into a central database, but you can specify where you want to work so that you won't get calls from other places.
However, I'm not sure how many opportunities there are on the Stuttgart base, though. They don't have an actual hospital, just a clinic:
