Are movers normally paid when they don't work during their lunch break?

Without details regarding their contract that is a difficult question to answer. If their contract says €x per hour including breaks they do get paid. Gut feeling, however, says no way.

What is in the contract? I've moved 5 times, 3 times from the US to Germany, and each time it was a flat rate. I've never heard of a per hour basis.
Maybe it's a local move?
Either way, if they are moving a good amount of "Stuff" you may want to spring for lunch. I've always paid for my movers’ lunch and have never had any problems. They were very appreciative and went beyond the terms of the contract.
If it is a small move then I wouldn't worry about it, paying for their lunch that is.

For Christmas I'd like to have a virtual club that can be used to bash people over the head for asking questions without giving even remotely enough information to base a useful answer on.

it's a small national move with each mover getting paid individually per hour

It's like pulling teeth.
If it was a small national move from Munich to Garmisch taking 3 hours or so then I'd probably not pay for a lunch break.
If it was a small national move from Munich to Hamburg then you betcha you should pay for lunch time.

In my bookshop, about once a month, someone will come in and ask the following, with a few variations:
