I want to adopt a new dog, but I have no idea where to go, can anyone help me?

I'd start at the Munich dog shelter

They can hook you up with more opportunities if there's no dog that catches your fancy there.

When we adopted our puppy we went to all the dog shelters in the area but had no luck. Then we tried S.O.S projekt in Mournau. It was started by some German actress bringing street dogs from Spain for adoptino here. We found Muffin in the first 10 seconds. There were a lot of friendlier smaller to medium dogs there. A lot of beagles. We liked how the shelter has weekly visits with handicap kids, it's therapy both for the kids and the dogs that have lived on the street.
It costs 150 with chip included. Before you bring a dog home an inspector comes to your home to see if it's big enough and asks you about your work schedule. Some people mind that, but I think its good looking out.
They DON'T speak English and it is a little bit of a drive, but I would recommend them over the local tierheim any day.

If you want a border collie (research the breed if you think you do- or talk to ther BC owners. there are a few on here and i can give you heaps of info sincd i'm part of a BC rescue) there's a group that takes wanted Border Collies in Ireland and brings them to families in Germany (some good pedigree comes from Ireland/UK, doesn't mean your rescue will be, but there are some great working lines from those little islands).

I wish I'd known you had connections with a BC rescue group, Mere. I tried everywhere when mine died at the end of August at 16 years old. I wrote every group in Germany, England, and Germany that I could find. Not one bothered to answer my email. I was very disappointed, because I couldn't imagine having any other kind of dog. I did find a breeder in the north of Germany who was very nice and spoke great English, but she didn't have any litters planned until spring. The link to the breeder is http://border-collies.from-carolyns-home.info/. Hers seem to be more show-type BC's, so lots of fluff and poof. She claims they're more laid back than the average BC.

Good luck. There are tons of rescue groups operating out of Munich. It must be some kind of canine paradise, because they come in from all over Europe. Whenever I walk mine I meet people whose dogs were rescues from Spain, Italy, Greece, Romania, Hungary... I'm very happy with my little girl. She's not a Border Collie, for sure. But she's adorable and we're both lucky to have found each other.

i'm searching for a pup (preferablly whelped late spring/early summer so i could get it mid-late summer) with great agility/herding potential (looking at breeders in Canada, UK, Netherlands, Germany, and US)

We got our two beagles from the place MandyNY mentioned. They were rescued from medical research. The animal home is : SOS Projects.org. The Sonnenhof, 8867 921136 or 0700 76726462.
Visiting hours are 14.00-17.00 hours. They have a good website, just type in SOS projects,org.Sonnenhof. or Sonnenhof Peiting

The person running it, i.e. who started it, is Renate Thyssen-Henne, and her daughter Begum Inaara Aga Khan. You have to pay for the dog but as Mandy says, you get a microchip, vacination etc. Also the dog is neutered.

They will want to check out where you live and will do a follow up some time later once you have the dogs.

Before you adopt a dog, do you know what is required before you return to your own country, be it for a visit or for good? If you come from Britain I can let you have all the details, we have been taking our dogs to the UK on an annual basis.
