I leave my car on the street outside my apartment, which costs 8 bucks a day, but if i dont bother with that i get a parking ticket for 5 bucks instead.
So its cheaper and less hassle just to break the rules, which doesnt make much sense to me, but ok fine, I'll have some of that. Thanks.
Anyway, my question is can I just let these parking fines build up for a few weeks at a time then call up and pay what I owe all at once, or does it not work like that? Will I then get some extra fine, or is it maybe a pain in the arse to pay loads of parking tickets at once?
My car is registered in the UK so I havent been getting any letters or anything to moan at me or give me more info, not even from my UK mail forwarding.

You normally have 7 days to pay a fine. At 14 days you'll get a reminder, and at 28 days an invitation to present yourself to the court.
Your situation, with a UK car is clearly different. They are actually unlikely to even try to chase you via your UK registered address as this is not considered a serious offence and the cost of the chase exceeds the return. You (or rather your car) will however be on an offenders list and liable for stopping at any time should a number plate recognition camera snap you, or a nosey policeman feel like practising his English. It might even be that if a policeman (rather than a traffic warden) tickets you in future or the same warden recognises they've given a plethora of tickets to the same car they may call for the car to be towed away, which starts to get expensive. If your tickets are really ageing, then you, as owner/driver/keeper will be liable for additional costs, including court or recovery costs if already incurred, even in your absence.

How does it work when your car is registered in another country?

Unless there has been recent German invasion that passed me and CNN by, the last time I looked, the UK was "another country"

If you are planning on staying here for awhile, you're setting yourself up for a big headache some morning. Listen to what Yorkie has to say. When you wake up with your car missing, you will suddenly discover that all of those tickets have been converted to a criminal complaint and you can just go down to city hall and open your wallet. The 5 euros are just warnings. At some point they'll start giving you real tickets.
I'd just find a different place to park and quit inviting Herman the German to show you how big his truncheon is.
