Missing noise insulation under the floor above me

Can I force the owner to fix this?

Hi, so here is my problem.

I can hear everything that happens on the floor of the girl living above me. Even when she is walking around bare feet I can clearly hear every step she takes. When she is walking with shoes, using the vacuum cleaner, moving chairs and so on the banging and noise on my ceiling are really annoying. If she accidentally drops something, that sounds like the start of some kind of war... Since she is also often quite loud by herself, I have already tried several times to talk with her, with the administration of the building and with my flat's owner... no results.

In her flat she has got a "laminat" (that plastic-woody material) on the floor. Talking with some people at a local "baumarkt" they told me that usually, when problems like mine occur, it means that the laminat has been installed without a necessary layer of soundproof material below it.

What can I do? Can I actually somehow force the owner of my dear neighbour's flat (if she is not the owner herself) to install again the floor?? Or perhaps should I keep on replacing my alarm clock with the sound of my neighbour's heels?

What can you do??

Buy some ear plugs or move...

Ask her if she'd like to switch apartments with you.
She might be tired from being on top.
