Unless it says so on the menu, service is not included anywhere in Germany. That's why, with most
Oktoberfest Biermarken, you have to pay an additional €0,64 -- service. The difference is that there, they set the service price. Most bars and restaurants don't, but expect an average of 5-10%.
Service was shit? Fine, Don't tip. But to short-change the guy is just plain wrong. I'm sure they could've managed to break the 100 somehow. If not, it's up to the restaurant to say "screw the dime".
