yea i know this may sound think but i need to know what do i dial from a German landline to a german mobile (abroad) when when the prefix given is +49

Just dial as you normally do, 0162... 0173... or whatever.

usually dial from a mobile and need use a landline. landline phone doesnt have +

Don't worry about any + or 49. You don't need them.

As long as you are on a German landline wanting to call a German cellphone, it doesn't matter where the cellphone is geographically located.
But just in case you're wondering, the + is a 00 in Germany, so hypothetically you would dial 0049, but as Keydeck said it is not needed.
Keydeck is being nice tonight.
