No idea about your job chances as a tattoo artist. Can tell you following though.
First, you will need an Ehefähigkeitsbescheinigung to get married. This takes forever to get. It is basically a piece of paper stating that you aren't married to anybody else. You will need to take care of that
immediately and in India. There is no way they will let you marry in Germany without that piece of paper, you gotta believe me on this. Don't know why they didn't mention this to you.
Second, you apply to get married at the
Standesamt. After handing in all the papers, they get checked by the
Standesbeamte. This takes a few months. So make sure your Schengen visa is valid long enough. After checking it, the
Standesamt will let you know if your papers were accepted. This gets done by some Bavarian court. If they say no, it's no. You can complain all you like. Won't change a thing. If in the meantime you have done something silly and positive such as arranging your wedding and paying for all of this in advance, it won't impress them. No is no. You will have to provide the papers they need. No, being able to check something online won't impress them either. Only after the court gives their ok may you apply for a date to get married. Depending on the time of year, you will be able to quickly get an appointment at the Standesamt (a couple of weeks for instance) or, if you pick a special date, you will have to wait longer.
Your visa has to be valid for the duration of the whole procedure, but best would be to ask them (Einwohnermeldeamt) directly
and to get their answer in written form.
Third, all your papers have to be issued new. Your birth certificate, your Ehefähigkeitsbescheinigung etc has to be new, the validity of these documents expires after 6 months, I kid you not. Then you have to go through the whole procedure again.
As soon as you have the piece of paper saying you married in Germany, you go to the Einwohnermeldeamt and you get the visa immediately. The visa is valid for 2-3 years. After that you get the full permanent residence permit. Two friends of mine married Chinese women and went through the procedure. It was absolutely no problem when they got all the papers together. Remember, bureaucrats need papers like normal people need oxygen.
Good luck, you are going to need it. I know of many EU citizens, i.e. without needing visas or whatever, who tried to get married in Germany and failed. This includes myself after having lived here uninterruptedly for 18 years. Didn't need a visa either. Had to get married elsewhere in the end, lost all the money I had to prepay too.
