Duration before permanent residency is possible

Hi All,

I have heard from some unauthorized sources that the duration for taking a PR has changed to 3 years from 5 years. I have been told that it is different for different cases. But esp. for IT worker who has come on Green card the duration is reduced to 3 years. To what extent this information is True? Could the experts please comment on this?
