I think its some kind of special international rugby one day event so it just for a banner or something.

I thought maybe

Wilkommen zum Rugby Tag ???

You can't really put it that way in German. How about "Heute geboten: Rugby! - Herzlich Willkommen" (Today's specialty: Rubgy - Welcome)
I am assuming he will hang this banner up in a pub or similar.

More likely a large famous stadium, which is why I'm asking the experts.

What about:

Rugby Tag - Herzlich Willkommen!

With experts I am assuming you mean Rugby experts.
If not it's handbags at 15 paces.
