How to get "Freizügigkeitsbescheinigung"

Hi,

I need to get hold of a visa for China. I went to the Chinese consulate in Munich but they said I need some form of residency permit for them to issue the Visa.
As I leave next weekend (hopefully) I'm could be in a bit of a pickle.

I'll be honest I didn't really understand what the hell the guy was saying to me , he didn't speak english and
my German is still rubbish.

So some questions.

As an EU citizen is this the Freizügigkeitsbescheinigung ?

If so do I just pitch up at the KVR and demand one and go away with it the same day?

Yes, this is one case where you do need a Freizügithingybob.
Go to the KVR, not sure on how long it takes, you might be lucky.

Thanks for the confirmation. My get out of jail card is a dash via London to get a visa there.

I have been reading up on previous threads and realise that as an EU citizen a residence permit (Aufenthaltserlaubnis) is no longer needed since 2005.
However, as I am applying for Elterngeld in the next few weeks and because of my experience of German bureaucracy I think it will be wise to get something official before applying or at least something more than my simple anmeldung.( A first criteria for Elterngeld eligibility is residence in Germany)

So if anybody can help, here are my questions :

What exactly do I need to apply for - is it a "Aufenthaltsbescheinigung" ?? or do I need something else to show my residency and not just my anmeldung?

Also I live in berlin. Can I apply for this online or do I have to go somewhere specific? And if so, where exactly?

Ok Many thanks for the form.
I assume I will have to go to the address at the top of the form to get it officially registered.
