One of the best things to do in Radolfzell is jump on a train and go to Konstanz. Radolfzell is a nice town in a beautiful area, but it's not a large town. There's loads to do in the area though; the whole Bodensee region is gorgeous and you're also only a stone's throw from the Black Forest. Enjoy.

I stop off regularly at Radolfzell to change trains between Konstanz and Überlingen. It's pretty small - you can see most of it in an hour or so, and quite frankly, not need to return. It's a sleepy backwater, not lively at all. The railway separates the town centre from the lake itself, but there is a small promenade with a couple of cafes selling gelato and drinks.
I don't shop much there, but I know there is an Edeka supermarket (the biggest chain in these parts), an organic farm shop with various regional products, a bookshop (not in the same league as those in Konstanz) plus quite a few other shops of various kinds. You could certainly get by in terms of groceries, although the choice will be limited.
The Deutsche Bahn railway station is very convenient for seeing the region however - trains run regularly to both Konstanz (which is, as Small Town Boy notes, far more interesting, and with a good university) and also along the northern side of the Bodensee (Lake Constance) to Überlingen (my neck of the woods), Friedrichshafen and Lindau. You can also take the train to Singen. Switzerland can be reached easily by train either via Konstanz, where there is an SBB station, or via Singen and around to Schaffhausen.
Alternatively you can take a ferry from Radolfzell to the island of Reichenau, Konstanz, (and from there anywhere along the Bodensee), or down the Rhine to Stein am Rhein, an ancient and picturesque Swiss town, and even on to Schaffhausen, where the Rhine falls are certainly worth a visit.
If you still have a choice as to where to live, even if studying German in Radolfzell, I'd suggest Konstanz - much more fun.

If you like fruit and veg you're in the best place.
It has a microclimate because of the lake. Nice summers but the winters and not as cold as the surrounding area and there is a lot of fog.
My wife's Aunt lives there and they like it but they are in their 60's. From what I've seen it does seem a bit of a sleepy backwater appart from during the tourist season.
