German humour in otherwise serious affairs

Struggling to cope with the stringent German Driving License theory test, I still couldnt help notice the small doses of humour allowed to enter an otherwise serious affair where, even if you miss one of three correct answers for the same question, you get dinged. Some questions have answers (incorrect of course) like 'Parking is allowed everywhere while you are shopping' and the hilarious 'Entrance and exit must be kept clear for amphibious vehicles'!

Hmmmm I thought in der Rechtsschriebreform these two words are not allowed to be used in conjunction with each other

eg/
Ein Fish schwimmt zu ein andere Fish und sagt:-

Hi Fish

Der Zweiten sagt:-

Wo?
