I'm a US citizen with a Spanish permanent residence permit. I'm currently living in Berlin and thought, after finding information on Council Directive 2003/109/EC, that I was eligible for some of the rights enjoyed by European citizens regarding work permits. Last week I went to the Bezirksamt and received the Freizügigkeitsbescheinigung by showing them my US passport and my permanent residence card from Spain, which would entitle an EU citizen to work in Germany. A couple of days a go I went to the Ausländerbehörde, and they told me that the Bezirksamt employee should not have granted me the Freizügigkeitsbescheinigung because I am not an EU citizen. I informed the official on the new directive, but he was not aware of it. I have read other forums about non eu nationals that have the permanent residence in other EU countries have faced similar problems when they tried to get a work permit in Germany due to German oficials not being familiar with the new law or process.

The problem is that I can't find anything on any oficial German or Spanish websites. Does anybody have information or is in the same situation?
