does anyone know of a good place in berlin to find travel guides for other european cities/countries, in english?
or alternately, does anyone have a travel guide to basel (or switzerland) that they wouldn't mind parting with this weekend?

Most larger bookstores have English travel guides mixed in with the German ones on their shelves. Dussmann in the Friedrichstraße would be a good place to try, or any branch of Hugendubel.

Try the Hauptbahnhof or even Friedrichstrasse Bhf has an intl presse.
Books in Berlin will order anything you want, plus, they have a great selection of used paperbacks.
