
Werner Heinrichs, head of the commission, was appalled at the conditions at Moabit: There was no inventory of the supplies, all members of the staff had access to medications, even narcotics, as the key to the locked cabinet was available at all times. Due to the lack of documentation there is no way of estimating the financial damage or to verify if stock has gone “missing� or not. Some staff members are said to have been stealing methadone and selling it inside and outside the prison, a rumor that triggered the investigation in the first place.
The commission has recommended installing a central pharmacy in the prison hospital in Plötzensee opened in March in order to monitor all deliveries and distributions to Berlin prisons and avoid any risk of abuse or loss.
The real sting, however, lies in the protagonists no longer active in their various functions: The head of medical services at Moabit is the wife of the former Sub-Secretary of Justice, Christoph Flügge, whose report submitted last September Heinrichs called “a placebo without any effects�. Ms. Flügge, unfortunately, cannot be questioned regarding the whole complex as she has been on sick leave for the last several months. Flügge himself did not inform von der Aue immediately at the commencement of her tenure in November; it was not until January of this year that she gained knowledge of the affair. Flügge was fired soon afterwards. This juicy piece of information was not part of the Tagesspiegel article, I gleaned it from the web edition of the Süddeutsche Zeitung.
The opposition is, of course, making a meal of the chaotic conditions, demanding von der Aue to name the person(s) responsible for supervising the medical services and appropriate steps taken to remove him/her/them.
