European rail passes for European residents

Does anyone know of the railpass for residents of europe? or do I just get a Eurail pass with the hope that they won't check and see that I live in Munich?

If you want to buy an interrail pass, the only restriction that I know of is that you cannot use it within the country where you reside. Apart from that it doesn't matter if you are european or martian. As far as I know at least.
