Most of the bigger stores which sell DVDs will have sections of cheaper stock. Stuff being sold off for €5 each or thereabouts. There are usually plenty with English subtitles.

Usually there's a choice of subititles. Ultimately German movies with German subtitles are very useful for language practice.

I think most of the video rental stores sell used dvd's. All the movies I have bought have both German and English subtitles and spoken language.

Try the "on sale" sections in MediaMarkt and Saturn and similar stores. They have some movies on sale for very cheap. You can also try Play.com. If they have German movies, they will have English subtitles. Obviously you will not find all German movies there, only ones that were internationally released, but they do free shipping.

Mullers also has DVDS that you can get pretty cheap.
