Welfare tenants forbidden to use their whole flat

So, here's the deal. About 100 welfare recipients in public housing in Loebau, east Germany should qualify for smaller flats under new housing regulations. Of course, smaller flats are not currently available, so the tenants are allowed to stay in their current (larger) flats, providing that they do not use an extra room or two.

I find this an example of German bureaucracy at its finest: Useless rules that people are being forced to follow under bizarre conditions, government-paid inspectors to make sure that everyone follows the rules, etc.

Is this what my taxes are funding?

I think this blind obeyance to the rules is what made hapen the horrible things from the WW2.

I think it would be better for them if they would question some time the orders, rules, etc...
