A friend of mine gave me the
XE converter website.
It looks OK, and could save me to the €15 to transfer money between my account in Germany and back home in North America. Any thoughts on whether this is OK to use?

Yes it's Legit, and has been discussed many times here before. Some members even use it every month. Try searching for more info:

Its ok, but the exchange rates are about 2% off the real rate, which is better than the bank but I would look around if you have a large sum to transfer.

They've been so far so good for me. The conversion rates are quite good, though if you shopped around you might shave a few tenths of a % off. Normally it takes 2-3 biz days to see the $ in my NA account after I do the wire transfer. It also took about 5 days to set it up, from the first contact with them.

I use XETrade and I can vouch for their legitimacy, although their website looks a bit "underdeveloped" if you ask me.
Anyhow, I can't comment on the rates, because I have never used any other currency exchange service.

I use them on a regular baisis, cheaper than a bank (12 euros vs 25) and have no complaints, bit of hassle to set up first time but works like a charm. Matter of fact I need to wire some money over to canada.
