Turns out Borat is based on a 'real' person. He is Turkish and has the.best.website.EVER

Saw him on Conan last night. The guy is nuts. Reminds me a bit of Andy Kaufman.

Funny, I was thinking about this just last night - I remember this guy's site from years and years ago! (How could one forget the beach shots - ugh!) Glad someone found the link. Viva Mahir!
Goodness Gracious
Borat is not based on Mahir, although there was possibly some later influence.

The earliest date we can determine for Mahir Cagri's website is 1998. The earliest known mention of Sacha Cohen's Borat character is 1994.

Sacha Baron Cohen - Electronic News Network

QUOTE
In 1994, the comedian sent to Channel 4 a tape picturing him in the character as Borat, a fictional television reporter from Kazakhstan, which caught the attention of one of the producers. Cohen came to prominence when his character Ali G started appearing on The Eleven O'Clock Show on Channel 4.

In 2000, in Da Ali G Show, Kristo re-emerged as Borat, the naive, racist, reporter from Kazakhstan.

Not sure if Borat is based on that guy, or it is just a coincidence:

Edit: GG beat me to it.

Ah good to know. At least there is some imagination left in the world and not everything is stolen.

Perhaps Mahir has modeled his life after Borat?

Actually the reason Mahir became famous is that someone found his site at random and used the content to create a truly brilliant sendup in a flash file. It was hilarious, and was passed around the net. But it disappeared, I seem to recall that Mahir threatened a lawsuit or something. He had absolutely no idea what had happened at first, until he started getting phone calls from his ISP and journalists.

I wish someone could find that flash file, it was great! :-)
Bell the cat
the Cohen character at the Edinburgh Fringe who later became Borat did not dress the same way or have a moustache like that as far as I can remember. The character may predate Mahir but it wouldn't surprise me if the look was influenced by him.
