Traffic lights out of order 15.July.2006

I just come from buying cigarretes in the nearest supermarket from my house, and i found all the stop lights off, and the police directing the traffic in the corner of dachauer str. and leonrodstr. Any ideas why?Maybe the storm shut down the lights?

the lights were out at the big junction of landshuter allee and leonrodstr. as well, just now
luckily there wasn't too much traffic around
