(normally said between gritted teeth) unless you really really know your shit to start with or are willing to double-check every entry (which most people aren't).

I can't remember the exact Eglish term, but I think it means from date x to date y, ie the outer date limits or something.

Could you give an example of a problem with LEO? Is it outright errors (if so, LEO has a page for reporting mistakes) or imprecise definitions? Or maybe it is better to use dict.cc, which also marks entries that have not been verified. I like dict.cc because searches return more example phrases, so it is easier to figure out which of several similar words should be used in a specific context.

Outline(ing) information/data

Dict.cc is the lesser of the two evils. I am more a fan of opening a printed book - which usually turns out to be faster and more reliable than a google or leo-type instant gratification search.
Though I have been known to spend hours trolling though websites for an answer to a translation when I didn't have access to the right book.

What's the context? Would "(general) framework" fit?

Context, context, context. Without the context it's very difficult to give an accurate translation, but based on the info. you've given us so far, how about 'parameters'?
