Just to save my embarrassment at being looked down apon, can anyone tell me if I go to a little boating lake (saw one in Hannover city the other day) and try to hire a sailing dingy (a two sail 12 footer) will I need a licence?
In the UK you only need one for a big sea going boat. River and lakes were not a problem unless you were racing professionally... Here??? Well everything is so restricted I have a sinking feeling (no pun intended) that I will need qualifications in marine engineering before I can take out a trepboot.

Hey Paul, this is Germany! You need a license to fish, you need a license to play golf. I'm pretty sure you need a license to have a boat.

No you don't need a license for a dinghy.
I rented one on Tegernsee last year, no papers allowed.
I am also building a dinghy, but will mostly sail on the lakes in Austria. That is mainly because I can fish there without having to go to effing school first.

Don't know much about sailing really, but I know you definitely need a special licence for Sailing on Lake Constance called "Bodenseeschifferpatent". It actually does cost a lot of money... but you can do it with a week end's course.
