German Light Fittings

Anyone noticed that in a lot of German houses/flats that the ceiling light fittings look like the builder just popped off for a fag break...aber Permanento!!
I,ve been in loads of Germans flats/houses and most off them are immaculate, but its seems the lights in the ceiling are meant to be hanging on buy a single wire. Is this the norm?
I,ve noticed as well that the Germans just cant stand having the light in the middle of the room, theres always the original fitting in the middle then a cable leading off to a corner or over the table. okay thats understandable if you want the main light over the table, but Ive seen the same thing but with nothing underneath.
okay..just one of those observations.
ps; Is anyone else just fed up with this bloody cold weather? Give me an English winter anyday. Its fecking snowing here !!( Frankfurt )

It's law in Britain to have a light fitting placed in the middle of the room. Extra lights may be added but the builder must put something in the middle of the room. At least that's what I heard on the radio about 10 years ago anyway.

I've seen a few places where the light fitting is less than two centimeters from the incoming cable and the cable is left dangling between the two. Nice and tidy I don't think.
