Frohe Ostern.

Ich wünsche Ihnen/dir eine* Frohe Ostern

(or simply Frohe Ostern)

* this could probably be einen, ein, einem...I don't really know, just mumble that bit and they won't notice. You may even have to stick something on the end of Frohe. Probably best to go with Frohe Ostern plain and simple
Topsy
or just say "schöne Feiertage"

Strangely enough, Ostern does not have a definite article. It is plural, like Weihnachten and Pfingsten (Whitsuntide) but is never referred to as "die Ostern". You can get away with wishing "Frohes Osterfest" but "Frohe Ostern" is definitely most common.
