Paying for 6Kbits but only getting max 3Kbits

Is this normal? Can I call my provider (1&1) and downgrade to the lower package (think is 2Kbits)

What makes you think you are only getting the lower rate? As you are confusing Kbits with Mbits I wonder if you are really in a position to judge...

I am only getting the 3 Meg package from tiscali even though I pay for the 6, but thats ok, they asked me before hand (something to do with my location) and I agreed. When I did have 6 megs from 1&1 I could never maximise it (or even get much above 2Megs download) cos of my shitty 300k upload anyway. Now with 500k upload my 3 Meg download is regularly maxed out.

I dont really see the point of a 6meg download when your upload is less than a meg anyway. You are either doing p2p and your download is limited by your upload anyway, or your just surfing webpages and reading email and you dont need so much download bandwidth anyway.

Ok for huge ftp downloads perhaps. But how often does anyone do huge ftp downloads unless its part of your day to day work in which case you probably need a sdsl or leased line anyway.
