Translating some employment regulations

Got some questions in translating the following text (about some Siemens regulations for their overseas employees).

Pauschalen (zum Beispiel Umzugsbeihilfe) nicht mehr an Mindestdauer von 12 Monaten geknüpft. Sie werden zu Beginn des Assignments ausgezahlt und müssen nicht zurückgezahlt werden.

1. Pauschalen: flat rate, fixed payment for once?
2. Does the second sentence mean "The costs will be paid at the beginning of an overseas project (probably by the company) and the employees don't have to repay them later"?

Anyone familiar with such regulations? Would you please help understand the above text? Lots of thanks in advance. rolleyes.gif

sounds to me like:
1. Flat rate (for example, for relocation costs) are no longer bound to minimum stay of 12 months.
2. You will be given payments at the beginning of the assignment. You do not need to replay them.

Lump sums (e.g. allowance for relocation costs) are no longer tied to minimum employment of 12 months. They will be paid out at the beginning of an assignment and do not need to paid back.
